Now. Or at least before the end of the month.

I assume you are in zone 9, right? In my opinion, Roses in that heat are best planted in the fall because it give the roots a chance to get established before getting bombarded by a sweltering summer sun. Of course, you could plant them now, but I wouldn’t wait any longer than that.

Get your shovel out and start planting

Try not to plant later than February. The bushes need to develop a good root system before the weather warms and the leaves start budding out, if you are planting modern rosebushes. Roses that are on their own roots can be planted at any time, although fall is best for these. Most bushes that you buy from big box stores are grafted modern varieties. If you order roses from a nursery, they send planting instructions with your order. In most of Texas, you need to plant roses in raised beds.
Some excellent sources for roses include David Austin Roses, Antique Rose Emporium and S & W Greenhouse. You can contact the American Rose Society to get a trial membership, find a local rose society or find a Consulting Rosarian in your area. Your local library should have books on roses (example: Ortho Rosebook) or on plants in general that can show you how to plant and care for your roses.
Avoid buying roses coated with wax as they tend not to do that well in the long run.
